Kazakhstan and Azerbaijan signed a regulated product deal



ASTANA. KAZINFORM – Deputies of the Senate of the Parliament of the Republic of Kazakhstan have approved the bill “On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Azerbaijan on cooperation in the field of quarantine and plant protection”, Kazinform correspondent reports.

As noted in the conclusion of the Committee on Agrarian Issues, Nature Management and Rural Development, the main goal of the law is to strengthen measures and interaction to ensure phytosanitary security when importing regulated products into the country.

The task of the law is to ratify the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Azerbaijan on cooperation in the field of quarantine and plant protection, concluded on April 3, 2017 in Baku.

It is explained that due to the large volume of transportation of regulated products between the two countries, there is a risk of quarantine objects entering the territory of the parties, the spread of which negatively affects the phytosanitary state of the territory of the two countries.

In this regard, the following results are expected from the ratification of the agreement: development of further cooperation in order to ensure favorable phytosanitary security of the Republic of Kazakhstan and the Republic of Azerbaijan when moving regulated products;

– exchange of information on new regulations in the field of plant quarantine and national lists of quarantine harmful organisms, as well as on the phytosanitary state of the territory of countries;

– implementation of cooperation between scientific organizations on plant quarantine in terms of exchange of experience in the study and diagnosis of quarantine organisms;

– Approval between the parties of the requirement in respect of consignments of import of regulated material.

In general, as noted at the plenary session of the chamber, the law is aimed at ensuring the phytosanitary control necessary for transported products, joint activities and interaction between national plant quarantine services and has a positive effect on the export potential of Kazakhstan.

At the same time, the law will not entail negative socio-economic and legal consequences, and will not require additional allocation of funds from the republican budget.
